Maybe care wasn't the right word, lol, but the average pet puppy buyer is most likely not aware of all the testing that should be done and therefore doesn't know to ask or understand certain terminologies.
I know that the breeders that I know that test through the roof for their breeds always let the buyer know what testing has been done on the parents to a litter and explain what the results mean. I also meant that for pet buyers, not really for show/working homes that should have more knowledge on those kinds of things.
Also, just because testing has been done it doesn't mean that you'll always get a quality dog... for awhile there was a big push for dachshunds to get tested for PRA Cord 1, some breeders would brag about having dogs that were PRA clear and breed them together regardless of conformation - obviously this is not someone you want to buy from. On the other side of this, there are some things - like PRA - that can be bred out in as little as three generations. For example: PRA affected bitch bred to PRA clear male = PRA carrier litter, PRA carrier pup from said litter bred to PRA clear mate = PRA carrier and PRA clear litter, keep back a clear pup and that line is now PRA clear assuming another carrier or affected isn't bred back in. So, IMO, sometimes you have to look at the conformation (and other health testing) before deciding not to take a pup based on one test. Did that make sense?
