Isn't #1 dog and #2 dog the same dog? Well it looks like it and the floor looks the same, too.

*Each member has max of 5 pictures in any given contest.That means you can put 5 different dogs that you own in one contest or one picture in each appropriate contest.

This part of the rules needs further clarification...TECHNICALLY it doesn't state that you CAN'T post more than one photo of your dog in each contest...I think the rules need to be amended to clarify that. All they are really doing is taking votes away from themselves by having more than one picture of their dog in it.

I will allow her to state which photo she wants, then remove the other. I also would like some discussion regarding my suggestion for amending the rule.

I think you did. I'm very literal, and there isn't anything that states you CAN'T do what you did. We'll need to fix that.
