Even though you walk him 3 times a day - I dont think the 20 minutes each time is enough. IMO - that's just enough time to rev him up.
If that is all you can do - then perhaps you can do the walks with a doggy back pack with cans or water bottles.

It also sounds like he needs more stimulation. He's acting out from boredom. He's getting attention from you - even though it's negative.
I'd get the kids involved. I'm not saying this is your case - but in most families - kids just see the dog as something to play with when it suits them. By getting the kids involved with ob & care - it teaches them that there is more to a dog than just play time.
