Champ has always had all of his shots. This moring he got a rabies and distemper booster and he seems high as hell. Is this normal?

I've never seen any signs of my dogs having a reaction, but my boyfriend has. His Giant Schnazuer gets a little loopy after anything like that.
Haus was very drowsy after his shots.
There is a hodge podge of side effects. I have seen some show no effects and others come back 30 minutes later half dead. Every dog is different.
