To me it looks like the dogs aren't fully trained.
A trained police or military dog should release when told, not needed to be dragged off leaving the officer with both hands on the dog not on a weapon.

I wonder if the dogs were Malinois?

Whenever I've seen these dogs working I've noticed they've got a lot more go then GSD. The trainers have to be really firm to get them to release as they seem to like to hang on. They're a bit smaller dog but I'm sure they'd put more bite into the defense.
